What’s the difference between University of California and California State University?

For instance there is UCLA and CSULA.
What different?

Not like, geographically, but more like law.
Like whats different in Washington that’s better or worse that’s legal or illegal?
I’m Moving From California to Washington State, and I would love to know what the laws are on age, and how old you have to be to buy certain things maybe that you cant buy in California, such as maybe, potassium nitrate, or even steel wool, or anything that I might need from a hardware store, but obviously, please don’t say anything federal, because those laws apply to the whole country, not just one state.

Tutoring today is a multi-billion dollar business. And California gets its share of the extra-instructional pie. It used to be that tutoring was an occasional thing—often for students from wealthier backgrounds. Once associated primarily with reading (enhancement and remedial) and in the early grades, this is no longer the case as tutoring has grown to encompass kindergarten through PhD dissertations.
